Preamble
We, the Student Assembly of the 1st National High School Model United Nations Symposium:
Aware of general obstacles against Model United Nations clubs and holding Model United Nations conferences in Taiwan at large, such as the lack of financial support, the language barriers between Chinese and English, the need for more experience or a greater staff force,
Fully believing in the potential behind collaboration, cooperation and mutual assistance between Model United Nations Clubs,
Committed to fulfilling common goals and wishes to develop Model United in Taiwan,
Decides to create a structured national and regional communication platforms between schools with MUN programs,
We the Student Assembly of 1st National High School Model United Nations Symposium have convened on August 17th in the view of common, mutual interests do hereby promote intercollegiate cooperation, information exchange, and mutual assistance among the high school MUN clubs in Taiwan. These Articles serve as the draft of a more comprehensive future MUN Conference.
ARTICLE I - Name
The title of this Constitution shall be "____".
ARTICLE II - Confederation
Each Member Club retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Constitution expressly delegated to the ______.
The said Member Clubs hereby severally enter into a firm league of friendship with each other, for their common MUN interests and their mutual and general welfare, binding themselves to assist each other.
ARTICLE III - National Symposium
The assembled National Symposium shall be the only vested with the legislative power within _____.
Non-binding resolutions shall be passed by a simple majority within the National Symposium.
Any binding resolutions shall only be passed with an unanimous consent from every single Member Club.
Any resolutions consisting of any changes made to the Secretariat shall be passed with a 2/3 majority and consent from the Secretary-General.
The National Symposium assembled shall have authority to appoint working committees under The Secretariat and designate their duties and expiration times.
ARTICLE IV - Representation
For the most convenient management of the general interests of _____, representatives shall be annually appointed in such manner each Club shall direct, to meet on the day determined by the Secretariat, in every year.
No Club shall be represented in National Symposium by more than three members; nor shall any person, being a delegate, be capable of holding any office in the Secretariat.
Each Club shall maintain its own delegates in a meeting of the States.
In determining questions in ______ in National Symposium assembled, each Club shall have one vote.
ARTICLE V - Secretariat
A Secretariat shall be permanently maintained with full executive power vested by this Constitution.
The Secretariat shall be constrianed by this Constitution and any regular resolutions passed by National Symposium, while the Consitution shall remain supreme shall a conflict emerge.
The Secretariat shall consist of a Secretary-General, 1-2 Deputy Secretary-General(s), 1 Treasurer, 1 Secretary, and 1 IT.
Secretary-General is the highest executive position restrained only by desicions made in National Symposium assembled and by this Constitution. He/She is reponsible for all the actions taken by the Secretariat, and all the other Secretariat members shall answer to the Secretary-General unless otherwise stated in this Constitution.
Deputy Secretary-General(s) shall assist the Secretary-General, including updating information on the communication platforms (currently the FB group and the Weebly website), giving out access to contact information, and helping the Member Clubs when requests are made.
Deputy Secretary-General(s) shall assume Secretary-General's duty upon his/her absence.
Treasurer shall be responsible for all the monetary transactions conducted through the communication platfrom and take records. The biannual fiscal reports shall be published at appropriate time decided by the Secretary-General.
Secretary is responsible for keeping all the documents published within _____, including, but not limited to, resolutions, contact information, web information, and meeting records.
IT is responsible for the technical maintenance of the communication platforms, in which a public calendar, a list of current Member Clubs, a leadership page, a Constitution page, and a public contact channel shall be permanently maintained.
Other duties could be added through a resolution passed by a 2/3 majority in National Symposium; no aforementioned duties listed in this Consitution shall be changed unless through the amendment process.
Any Member Club can propose the formation of a National Symposium in session on a designated date to the Secretary-General; the Secretary-General has the duty to announce such proposal on the communication platforms; the proposal shall come into force with a 40% attendance amongst all the Member Clubs; the Secretariat is responsible for organizing the Symposium.
ARTICLE VI - Request of fund from the Member Clubs
The capital for the purposes anounced by The Secretariat shall only be laid and levied by the Treasurer under an unanimous consent from all Member Clubs within a designated period of time.
ARTICLE VII - Advisors
Advisors are individuals requested to provide counseling to ________, and shall not be directly involved in the internal affiars of ________.
Advisors could be involentarily removed by Secretary-General.
Advisors could be volentarily removed with a prior notice decalred 15 days ahead.
Advisors shall only be contacted by the Secretariat or persons to whom Secretary-General grants such privilege.
Every former Secretary-General shall be automatically qualified as an advisor until removal.
In the interest of the inititation of ________, James Lai from Pacific American School '14 shall be appointed as an advisor until removal.
Secretary general retains the permanent power to appoint advisors, whose basic contact information shall be listed on a leadership page maintained by IT.
The maximum number of advisors shall be three.
ARTICLE VIII - Rules of Conduct
1) All persons, representative, staff or secretariat, must perform their assigned duties and only those unless otherwise oficially stated or permitted upon consent.
2) All persons, representative, staff or secretariat, must adhere to caucus procedures at all times.
3) All persons, representative, staff or secretariat, hold the right to freedom of expression, provided that such privelege is not abused to any person's offense.
4) All persons, representative, staff or secretariat, shall refrain from expressing any remark or deciding on any issue in such ways that infringe the rights of the minority or objectives of this Symposium.
5) All persons, representative, staff or secretariat, shall claim credit on behalf of their own contribution and those of no other person.
6) All persons, representative, staff or secretariat, is subject to removal of membership and expulsion from Assembly upon violation of the above Article VIII, as detailed in Article X.
ARTICLE IX - Amendment
Amendments to this Constitution shall be made under the following requirements:
1) Only Member Clubs are qualified to propose amendments.
2) The proposals shall be directly sent to the Secretary.
3) The proposed amendments shall be sent out by the Secretary to all the members in the Secretariat and ________.
4) A vote shall be casted in a National Symposium or through individual phone contact. Any votes that are casted through phones shall be validated through email confirmations.
5) Each proposal to modify or repeal parts of the Constitution shall be passed with a 80% majority, provided that such modifications do not work to impair the rights of any minority or the objectives of the Assembly.
The Secretary-General and Deputy Secretary-General(s) are responsible for the implementation of the entire aforementioned process.
ARTICLE X - Impeachment, Removal of Membership, and Resignation
1) If any contact, representative, or member of the Secretariat are seen to be non-compliant with the Rules of Conduct in such a way that acts against the principles, goals, or objectives of the Symposium, or be ineffective in fulfilling his or her duties in managing the ______, it may be brought to the attention of the _____ to seek replacements upon approval of 80% representatives present, provided that the said member be notified 30 days prior to such parliamentary consideration.
2) The said member shall be given the right to have himself or herself heard in such a meeting to show why termination of membership or removal from office should not be affected, but shall be given no right to vote upon the final decision of such a matter.
3) Any and all impeached persons will have no right to reapply for membership in office or role as representative unless specially authorized upon unanimous consent of all representatives of schools or staff in Secretariat.
4) The Secretariat and all members of the platform have to be publicly notified 6 months prior to resignation of any post in Secretariat or position as representative, should any person intend to do so. Any person who resigned his former posts retains to right to hold positions in the future, if given according to formal procedures.
ARTICLE XI Election
Statement of Non-Discrimination: Membership in the Secretariat is open to all members in this Symposium regardless of race, gender, creed, sexual orientation, or language ability.
The elections of Secretary-General, 1-2 Deputy Secretary-General(s), 1 Treasurer, 1 Secretary, and 1 IT shall be collectively conducted once no later than a year.
Each Member Club shall propose a maximum of 1 candidate for each post.
Secretary General or 1/2 of the Member Clubs could call upon an election, which shall be confirmed through phone calls by Secretary.
Elected officials are required by this constitution to act in good faith and fulfill their duties for the entire term.
The date of election shall be announced no later than 30 days before the election.
The deadline of candidate registration shall be exactly 10 days after the announcement.
The election announcement and candidate list shall be updated on the communication platforms by Secretary.
A vote shall be casted in a National Symposium or through individual phone contact conducted by Secretary. Any votes that are casted through phones shall be validated through email confirmations.
Each registered Member Club, as mentioned before, has one vote.
Election result and confirmation emails shall be publicly announced.
ARTICLE XII - Declaration of Establishment
Every Club shall respect the determination of the National Symposium assembled and that of The Secretariat.
This Constitution shall be inviolably observed by every Member Club.
In Witness whereof, we have hereunto set our hands in National Symposium and the Secretariat.
